Do people in Great Britain display the British Flag outside their Home the way Americans displays the American Flag outside of theirs?

Why is the flag for the English language either the British or U.S. flag when it should be the English flag? Because the English flag is unfamiliar to most people — certainly to most people outside the UK. There is, as far as I know, no official correspondence between flags and languages. Many applications and web sites that offer interfaces in multiple languages use flags as icons. Their designers are not interested in using the flag that most closely corresponds to the historical region of origin of a given language. T’re interested in displaying an icon that users will recognize — particularly users who might not be able to read the language in which the application or web page is currently displaying text. An example. If I’ve viewing a web page written in Russian, I won’t be able to understand 99% of the text, but if I see a US or UK flag (next to, say, French and German flags), that’s a strong hint that I can click on it to see an English version. If I see an English flag, I’ll probably figure it out, but a lot of people wouldn’t. And if the site has both US and UK versions (reflecting the differences in spelling), then I’d argue that the UK flag is still more appropriate. I’ve never heard of an application or web site with separate localizations for England, Scotland, Wales, and Northern Ireland.
